Em seus mais de trinta anos de existência, a ANPG sempre defendeu a ciência e a pós-graduação no Brasil. Registrada em julho de 1986, é fruto da organização do Movimento Nacional de Pós-Graduandos (MNPG), que criou a entidade dois anos antes (1984). A Associação Nacional de Pós-Graduandos, no decorrer da sua existência, elaborou campanhas e formalizou reivindicações com o objetivo de auxiliar o pós-graduandos e defender os seus direitos.
Atuante como a ponta de uma rede de representação formada pelas Associações de Pós-Graduandos (APGs) espalhadas pelo país, a ANPG promoveu a luta em defesa da ciência no final da década de 80 e percorreu todo o país ajudando a fortalecer o MNPG a consolidar as APGs em diversas instituições de ensino e pesquisa. Os anos 90 foram fortemente marcados pela atuação de todo o movimento estudantil na campanha pelo impeachment de Collor. A entidade dos pós-graduandos não ficou de fora e resistiu aos ideais liberais, defendendo o Sistema Nacional de Pós-Graduação e os debates que ajudaram a fortalecer suas demais campanhas.
A ANPG passou pelos anos de resistência e incentivo à importação de tecnologia estimulando o fomento à ciência nacional. Nesse período, o número de bolsas e o seu valor permaneceram congelados, estimulando a absorção pouco qualificada de mestres e doutores no mercado de trabalho e desestimulando a produção nacional.
No momento atual, em que a pesquisa brasileira vive um processo de maior estímulo e desenvolvimento em relação à década anterior, a ANPG se mantém firme na defesa dos direitos de pós-graduandos e no desenvolvimento da ciência e tecnologia tendo como foco o desenvolvimento nacional.
Sabemos que a pós-graduação tem sido ampliada e que as agências de fomento têm aumentado o número de bolsas. No entanto, sabemos também que essas ainda são insuficientes para a demanda do país. Inexiste ainda um mecanismo que regule as bolsas de pesquisa e falta muito para que consolidemos os direitos reivindicados há décadas pelo MNPG.
Para manter um constante diálogo com os estudantes, a ANPG realiza diversas atividades que tem por objetivo debater a política nacional de Ciência, Tecnologia e Inovação e as dificuldades do cotidiano do pós-graduando. De dois em dois anos acontece o Congresso Nacional de Pós-Graduandos que atualiza a pauta política e de ação da entidade, bem como sua diretoria. Entre eles, a ANPG se dedica a outras atividades, encontros e campanhas que mobilizam pós-graduandos do Brasil inteiro como a campanha que garantiu o direito a licença maternidade das bolsistas da CAPES e do CNPq e a que conquistou 20% de reajuste nas bolsas em 2012 e 2013. Estão em curso campanhas que pretendem consolidar um mecanismo de valorização permanente nas bolsas de pesquisa e discutir um amplo conjunto de direitos dos Pós-Graduandos.
A ANPG desenvolve ainda campanhas pela defesa da gratuidade da pós-graduação lato sensu nas universidades e institutos e mantém a participação de representantes dos pós-graduandos em conselhos da CAPES e do CNPq, o que contribui para uma intervenção
mais democrática nos rumos da pós-graduação em nosso país e na defesa constante dos interesses dos pós-graduandos.
Além de ocupar importante vaga no Conselho Superior (CS) e no Conselho Técnico Científico (CTC) da Capes, a conquista mais recente é uma vaga no Conselho Deliberativo (CD) que é a maior instância de poder decisório do CNPq . Ele é formado pelo presidente e vice-presidente da Instituição; pelos presidentes da Finep e da Capes; Secretário-Executivo do MCT e por representantes das comunidades de C&T, empresariais e dos
servidores do CNPq. Dentre outras questões, esse conselho trata principalmente da aplicação de recursos, da definição do orçamento, além de ações concernentes às políticas da Instituição.
A ANPG acredita no desenvolvimento da pesquisa como alavanca central para o desenvolvimento do país. Este instrumento é o que garante a soberania da nossa nação. Graças à representatividade política que a ANPG adquiriu, a entidade atualmente participa de diferentes esferas de debate político da sociedade brasileira. A ANPG vem crescendo sua atuação institucional e nos espaços de participação política, tendo sido convidada
a compor o Conselho Nacional de Juventude (Conjuve), criado em 2005, assim como do Conselho Nacional de Saúde (CNS).
Através de muita pressão e mobilização, a ANPG conquistou a opinião do MEC para que os Pós-Graduandos fossem incluídos no Plano Nacional de Assistência Estudantil (PNAES), e também para o lançamento do FIES Pós-Graduação, uma nova modalidade de financiamento para os estudantes que querem continuar se especializando.
Entretanto uma das principais conquistas que contou com a participação ativa da ANPG foi a aprovação dos royalties do Pré-Sal para a Educação e o Estatuto da Juventude. Ambas conquistas da juventude brasileira serão capazes de impulsionar nosso país para um futuro melhor, com mais educação, tolerância, justiça social e direitos à vivência nas grandes cidades e nas comunidades tradicionais.
Por fim, um novo desafio se abre: a luta pela Valorização da Ciência e dos Pesquisadores. Para garantir a aceleração do desenvolvimento brasileiro é preciso investir em muita pesquisa e produção de novas tecnologias. Para isso é preciso aumentar o investimento nacional, do setor público e do setor privado, em Ciência, Tecnologia, Inovação e no desenvolvimento de novas patentes.
